Article One inserts Articles 41-bis, 41-bis(a) and 41-bis(b): no building permit may issue for a plot of an integrated investment-housing neighbourhood project before the basic infrastructure is completed and handed over (permits issued in breach are void and Article 39 penalties apply); subdivision (فرز) of any project plot after Municipal Council approval is prohibited and documents issued in breach of Schedule 18 are void; officials who issue permits, planning opinions, building-description certificates or power-connection letters in breach are disciplinarily liable. Article Two adds Schedule 18 to Article 45. Article Three: effective on publication in the Official Gazette. The attached Schedule 18 text (pp. 9–25) carries the planning, architectural, height, setback, basement, parking, stairs, lift and general provisions, including the ≥50,000 m² project / ≥1,000 m² plot minimums, 170% minimum and 330% maximum build ratios, and the 70% residential / 30% commercial split. The file also carries the underlying record: the Municipal Council decision of 2016-05-02, the Fatwa & Legislation review (letter 709 of 2016-02-11, ref 3/113/2015) that deleted the draft Article 41-bis(b), and the covering Municipality correspondence.

Ministerial Decision No. 496 of 2017 amends the Executive Regulations of the Companies Law (issued by MD 287/2016 under Law 1/2016 as amended by Law 15/2017). It inserts two new articles — Art. 58 bis (cash contributions of partners may be deposited within the first financial year after incorporation, per the financial statements filed with the Ministry) and Art. 89 bis (minimum capital of a joint stock company regardless of activity: KWD 10,000 for a closed company and KWD 25,000 for a public company, without prejudice to higher statutory minimums). Ministerial Decision No. 598 of 2017 amends the Executive Regulations of the Companies Law (MD 287/2016 under Law 1/2016 as amended by Law 15/2017, previously amended by MD 496/2017). It inserts a new Article 122 bis providing that — without prejudice to the conditional approvals required under Art. 219 of the Companies Law — an ordinary or extraordinary general assembly in the cases referred to may be validly convened merely by notifying the Ministry of the agenda, date and place at least seven days before the meeting, without filing financial statements or meeting other conditions.
