1-0
1-1 Authorization: means the statement that allows operation of Wi-Fi equipment by any user within certain frequency bands governed by the terms stated herein.
1-2 Registration: means the process of information collection and authentication, as per article (5) hereof.
1-3 Beneficiary: means any natural or juridical person who benefits from 2 public communication service, which use is intended for special purposes by using communication processes.
1-4 Service Provider/Authorized Person: means the person who is authorized to provide one communication service or more to the public or is licensed to manage, establish or operate a communication network or Internet service for providing communication services to the public, including the provider of information or content that is provided via communication network.
1-5 Yard: means the partially or wholly closed area such as; adjacent yards or nearby ground return of private property.
1-6 IEEE: means the Institute of Electrical and Electronics Engineers. It is a nonprofit organization for issuing IEEESA standards (standards of Institute of Electrical and Electronics Engineers Standards Association). IEEE-SA is considered a leading organization in developing industrial standards and it has strategic relations with IEC (International Electro-technical Commission) and ISO (international Organization for Standards, and International Telecommunication Union.
1-7 Harmful Interferences: means interferences that prevent or are severely influential on any wireless services or radio communication services.
1-8 Coverage in Closed Areas: means LAN/WLAN inside buildings (internal part of facility), including, but not limited to, the following:
1-8-1 Hotels and airports in order to provide wireless Internet service to their customers and others.
1-8-2 Public libraries and academic facilities, such as universities, faculties, schools and other academic institutions, hospitals and clinics.
1-8-3 Entities inside buildings for their private use. This includes all kinds of data communication requirements.
1-8-4 Coffee shops and restaurants, provided that they shall be held liable for providing detailed information on all registered users, if it is so required by CITRA.

1-9 LAN: is a wired network to interconnect computers for transmitting and interchanging data, that provides a vast variety of high-speed applications, a wide band and digital distribution applications comprised of voice, video and data.
1-10 Coverage in Open Places: means LAN/WLAN communication outside yards, depending on Municipality's approval.
1-11 Quality Approval: means approval on using or importing certain quality types of communication devices and terminal communication equipment that CITRA has the right to modify from time to time.
1-12 Wi-Fi: is a term used to define any wireless communication technologies at IEEE Standard 802.11. it is a technology on which almost all wireless networks "WLAN" are based. This definition does not mean any certain technology.
1-13 Hotspot Wi-Fi: means the wideband transmission system that uses technologies for modifying bandwidth propagation, and for avoidance of doubt, in this definition the term "wireless Internet service Wi-Fi" does not include any particular standard or specific technology.
1-14 WLAN Local Wireless Networks Equipment: is a wireless network for interconnecting computers to transmit and interchange data, that provides a vast variety of high-speed applications, bandwidth and digital distribution applications, that contains voice, video and data.

2-0 Guidelines for Using Bandwidth Exempted from License:
Frequencies stated in the schedule below are deemed to be exempted from license. Further, fees mentioned in the schedule below are against registration of points used in network (the network components known as communication points).

3-0_Technical and Operational Requirements:
The operation process shall be conformant to the following standards that are applicable to all users of bandwidth exempted from licensing, whether in closed or open places:
Technical Requirements:
The equipment interconnected to this band, whether used in closed or open places, shall meet quality compliance standards.
In the events where user is willing to benefit from the equipment not approved for use in the State of Kuwait, a request to obtain a certificate must be made, as per the guiding principles for quality approval.
The equipment operating in license-exempt bandwidth must be consistent with wireless frequency exposure standards and obedient to ETSI transmission power as set out in Schedule
No. (1).
No amendment to equipment specifications shall be made, except after CITRA's written approval is obtained.
0 Requirements:
Users shall comply with requirements for approvals on the antennas and their supporting structures.
It is prohibited to market amplifiers of power pumps with power emitted on the equipment operating on the license-exempt bandwidth.
2.4 gigahertz and 5 gigahertz can be dedicated to other wireless uses. In such cases, Wi-Fi must be operated on secondary use basis, and in cases of harmful interference, Wi-Fi license-exempt user must stop operating the equipment.
If supplied Wi-Fi networks is used on commercial basis, the following must be explained to customers:

That they use unsafe network, where there wouldn't be enough protection in respect of privacy and data security.

That registration of user data and all other technical requirements shall be on the responsibility of those service providers, along with user records to be kept on each access point for at least six months or as designated by CITRA and those registers shall be submitted upon request, provided the information shall be satisfactory, classified and clear.

These service providers shall keep confidential customers information and such information shall be submitted only to CITRA at CITRA's request, or to security bodies stated by law.

Any use of license — exempt bandwidth shall not be subject to service quality regulation.

Criteria, specifications and standards pertinent to cyber security as designated by Communication and Information Technology Regulatory Authority shall be implemented with respect to all services provided by licensee.

Latest programs and equipment necessary for protecting and monitoring networks and data shall be provided, as per the standards and conditions approved by Communication and Information Technology Regulatory Authority.

Communication and Information Technology Regulatory Authority shall have the right to monitor and follow up the licensee to indicate confidentiality level, information security and
how far the licensee has implemented the specifications and standards pertinent to cyber

security, or verify notifications and security accidents, and obtain data necessary for dealing
with notifications or security accident.
4-0 Charges:
CITRA shall set the administrative charges, inclusive of costs of study, examination or registration as set forth herein and CITRA may modify the charges from time to time.
