Introduction:
VSAT is a satellite communication service connected with Internet for transmission and interchanging of data. It is a closed communication network comprised of very small aperture communication terminal satellite earth stations for receiving only, or for receiving and transmitting. It is installed at geographically diversified locations interconnected with a "Hub" earth station or interconnected directly via space communications satellites thru using small diameter antennas. The frequency used in space satellite communications technology falls within those frequencies
authorized for public use.

- Definitions
1-1 "Very Small Aperture Terminal VSAT": means the very small terminal
stations.
1-2 Internet Service Providers: mean the companies licensed in the State of Kuwait
and authorized by CITRA as wired or wireless internet service providers.
1-3 Internet Service Providers: mean the corporations and institutions licensed by CITRA to provide a wired or wireless Internet service within the boundaries of the
State of Kuwait through Internet Service Providers.
1-4 License: means the authorization issued by CITRA to the licensee under the
provisions of these Regulations to practice the business exclusively stated therein.
1-5 Licensee: means the corporation licensed by Communication and Information
Technology Regulatory Authority to provide VSAT services. 1-7 Board of Directors: means CITRA Board of Directors. 1-8 State: means the State of Kuwait.
1-9 Satellite Communications (VSAT): means a communication via very small
aperture terminals via satellites.
1-10 Hub Station: means a main central earth station that is interconnected by
substations to receive and transmit via small diameter antennas.
1-11 Space Segments: mean frequency bands to be allocated by service — operated
satellites.
1-12 "VOIP" (Voice Over Internet Protocol): means Voice over Internet Protocol
is the way to interconnect voice conversations over internet or over any network that

any number of people interconnected over one network can use Internet Protocol to
communicate through telephonically by using this technique.
1-13 Government Authorities: mean the ministries, institutions and agencies
owned by the State.
1-14 Private Bodies: mean the corporations and institutions owned by Private
Sector.
1-15 Special Communication Network: means a communication chain that is operated to the interest of one person or one group of people combined by a jointly-
held community to serve their special needs. 1-16 Subscription Form: means the form to subscribe to VSAT service.
1-17 Terms of Service: mean the procedures and requirements needed to provide
service.
1-18 International Telecommunication Union "ITU": means the United Nation
Agency specialized in the scope of information technology and communications.
1-19 International Standard Specifications: mean the standards issued by the international agencies interested in issuing standards of communications and information technology such as "ITU" International Telecommunication Union and
"ETSI" the European Telecommunications Standards Institute and else.
1-20 Network Control Station: means a station to automatically control the
network.
1-21 Technical Support: means a station to provide assistance and solve technical
problems encountered by subscribers.

2- Licensing Controls:
2-1 CITRA's approval on prices limit of services and service categories to be
provided by government and private entities shall be obtained.
2-2 CITRA's approval on subscription form and terms of service provided to
government and private bodies shall be obtained.
2-3 Licensee shall comply with the resolutions issued by CITRA with regard to the quality and efficiency of services to be provided by that licensee to government and
private bodies.
2-4 Licensee shall provide services to government and private bodies (companies
and institutions) without distinction.
2-5 Licensee shall provide CITRA with quarterly statistics and statement of information and activities required by CITRA to carry on its supervisory role on
VSAT services in the State. 2-6 Licensee shall not permit his service beneficiaries to resell that service.
2-7 Licensee shall abide by measures and terms issued by CITRA in respect of
commercial ads and offers directed to its service beneficiaries.
2-8 Licensee shall comply with any resolutions or instructions issued by CITRA. 3- Service Controls
Licensee shall comply with the following terms:
3-1 Supply all technical data pertinent to used space segments and its operating space satellite data to provide satellite communication services (VSAT).

3-2 Provide CITRA with administrative and technical data, locations and coordinates
of all its main stations "Hubs" and terminals inside the State.
3-3 Verify that the specifications of all equipment relating to operation and provision of service are compliant; and that they conform to International Standard Specifications and Global Standards and Specifications to be issued by CITRA and
competent authorities in the State.
3-4 Obtain CITRA's approval before signing any contract to construct a VSAT Service Earth Hub Station.
3-5 Coordinate with CITRA to register all its Earth Hub Stations and Terminals
operating inside the State at International Telecommunication Union.
3-6 Verify that no harmful interference or effect shall occur to existing earth or
satellite radio systems, and that technical ways and potentials are provided to do so.
3-7 Abide by all resolutions, technical recommendations and radio instructions issued by International Telecommunications Union in respect of operating this kind
of service.
3-8 Licensee shall, at its own cost, install and operate the equipment and programs necessary for control to prevent access to the websites that violate public ethics, national security or public order or those designated by CITRA. Licensee shall also
apply the rules and resolutions issued respecting cyber security.
3-9 Licensee shall supply the latest programs and equipment needed to protect its subscribers' networks, as per the International Standards and Conditions approved
by CITRA.

3-10 Without prejudice to CITRA's Law or any applicable laws, the licensee shall be
prohibited to disclose personal information to its subscribers or violate their privacy.
3-11 Licensee shall, at its own expense, equip and operate a Network Control Center and another Service and Technical Support Center for his subscribers to assure quality of service and both shall operate around the o'clock, 24 hours via highly qualified technical staff.
3-12 Licensee shall be prohibited to interface its network with any other national or international networks outside state network to provide Internet service via VSAT
service before obtaining CITRA"s approval.
4- Quality of Service:
CITRA shall assess licensee performance before expiry of license term, provided this assessment shall include performance standard, complaints submitted by subscribers, certainty of complaint, and sanctions applicable, as per the regulations issued by CITRA. Further, CITRA may reject to renew license, in case the level of assessment
comes low, or as may be required to the best of public interest.
5- Audiovisual Programs and Materials
Licensee may not transmit or re transmit audiovisual programs and materials of all kinds from inside the State of Kuwait, being subject to Law No. 61 of 2007 concerning Audiovisual Media before obtaining a prior license from Ministry of
Information.

6- Licensing Rights
Licensee may not assign license to third parties or amalgamate with third parties before CITRA's prior written approval is obtained. However, if so is violated,
CITRA may cancel the license.
7-Restrictions on Licensing
7-1 Licensee is prohibited to make any interconnection with public or private
communication networks.
7-2 Licensee is prohibited to provide voice transmission service via Internet Protocol
"VOIP" without CITRA's approval. 7-3 Licensee is prohibited to provide its services to individuals. 7-4 License shall be durable for 12 months (one year), with effect from date of issue.
7-5 CITRA may recall the license given to the licensee prior to expiry of its term, if
any of the following cases is available
7-5-1 If a final court judgment is passed by a competent judicial authority in liquidation and bankruptcy of licensee.
7-5-2 If licensee is proven to have used, by itself or by others, fraud or
tampering with data or information, whereby it obtained license.
7-5-3 If licensee is proven to have violated the provisions set forth in the
regulations.
7-5-4 If the public interest of the State requires so.

8- Licensing Charges
8-1 Licensing charges shall be KWD 27,000 (Kuwaiti Dinars twenty-seven thousand only).
8-2 Licensee shall provide a bank guarantee of KWD 27,000 (Kuwaiti Dinars
twenty-seven thousand only), after approval is obtained to issue the license.

Fixed Satellite Service Frequency Bands (FSS) for VSAT service shall fall within the following bands:
